Increase the number and availability of car clubs

Stats show 92% of cars sit idle. Theoretically, if 12 people shared the one car it would be used 100% of the time. It would also have the potential to take 11 cars off the road, which ultimately reduces emissions. Traditional car clubs are not available in many neighbourhoods and such a new scheme should be introduced. This scheme would differ from others as it it would be locally managed using an algorithm to match usage and demand. Less cars benefits everyone and surely many people would want to give up their car while still having access when periodically required.
