Encourage public transport use by banning cheap city centre car parking

Many city centre car parks offer discounted parking to employees of many city centre companies (including universities). This is usually as cheap as £3-4/day and, for those that already run car anyway, can be a cheaper and more convenient option than public transport. A ban on such charges would encourage public transport use.
