Levies for single passenger vehicles

A charge levy on private cars coming into cities with only one occupant during peak times should be introduced. The aim of this would be to encourage car sharing and reduce the number of vehicles on the road. Exclusions, such as commercial vehicles and taxis, would need to be in place.
